Can you invite a creator who just left an agency?

Not always. According to TikTok's multi-account policy, other agencies cannot invite a creator who left their last Creator Network but is still in the cooling down period.

How long is the cooling down period?
The policy says the cooling down period exists but does not give its length in the public text. We do not give a number of days either. Whether a creator is still in it shows on the Backstage invite screen.
The creator says they left. Is that enough?
No. Check in Backstage right before inviting and record the result. A creator who is not eligible today can become eligible once the period ends, so do not rely on an old result. How long a check stays valid is in this guide.
Is joining with another account a way around it?
No. An ineligible creator joining an agency with another account is a multi-account violation under the policy; details in this answer.
