According to TikTok's Creator Networks page, the review of an agency application usually takes 5 to 7 business days, and you receive the result by email. TikTok may ask for additional information during that time; LIVE Backstage access opens once the application is approved.

What can make it take longer?
TikTok writes that it might require additional information during the review. Missing or inconsistent company details can therefore slow things down. The company name, contact details and region in your application should match your documents.
What can I do while waiting?
If you do not have Backstage access yet, TikTok suggests reaching out to your dedicated TikTok LIVE Operations Manager or leaving your contact details on its page. The waiting time is a good moment to set up your team: who scouts creators, who checks eligibility and where records are kept.
